Chapter Overview

نیا قانون is the second chapter of the Class 11 Urdu textbook and belongs to the literary genre of افسانہ (short story). Written by Saadat Hasan Manto — one of the boldest, most realistic, and most socially conscious Urdu writers of the twentieth century — this story is a masterpiece of political satire. Its protagonist, Mangu, is a tonga driver who has been following political developments in colonial India and believes that the introduction of a “new law” will bring genuine equality between Indians and their British rulers.

The story unfolds as Mangu’s excitement over the new law quickly leads him into a confrontation that exposes the bitter gap between his expectations and the reality of colonial power. When he acts assertively towards a British soldier, believing he now has equal rights, the consequences are immediate and brutal. Through this ironic contrast, Manto brilliantly satirises the political naivety of the colonised masses and the permanence of racial hierarchy under British rule. The story also critiques how ordinary people misunderstand the nature of laws imposed by foreign powers.
